About the Role

The Information Referral Specialist role involves reviewing and analyzing electronically filed rules and regulations to ensure compliance with APA requirements. The position supports the organization, dissemination, and maintenance of rules, regulations, and related legal documents within the Georgia Secretary of State's office, providing assistance to agency staff, legislative and legal assistants, and the public.

Key Responsibilities

  • Analyzes and prepares proofs of rules in preparation for publication and distribution pursuant to Administrative Procedure Act.
  • Communicates accurate information to agency, Legislative and Legal assistants and/or officials regarding regulations, policies and procedures.
  • Assists with promulgation and proofreading of administrative rules and regulations for publication pursuant to Administrative Procedure Act.
  • Coordinates the distribution of Georgia Session Laws and Journals of the House of Representatives and Senate.
  • Oversees the organization and maintenance of filing system and rules database of the section's inventory of new and old rules, regulations and Archives retention.
  • Responds to other state agencies, Legislative and Legal assistants and/or the general public request for research and certified copies of rules and regulations.
  • Compiles information and statistics as needed.
  • Updates tracking or inventory databases and enters data.
  • Responds to public inquiries from telephone calls, emails, and/or faxes.
  • Generates written responses to agency and public inquiries.
  • Retrieves computer records and enters or updates databases.
  • Organizes and maintains filing system and rules database of section's inventory of rules and regulations.
  • Performs general accounting procedures in accordance with unit financial activity.
  • Performs other related duties as assigned.

Requirements

  • Two (2) years of equivalent work experience in an administrative or legal environment with concentration of reviewing and/or drafting rules and regulations.
  • Must possess intermediate skills with Microsoft Office Suite.
  • Knowledge of agency laws, regulations, policies and procedures.
  • Ability to interpret rules and regulations.
  • Attention to details and discrepancies.
  • Ability to communicate policies and procedures.
  • Ability to prioritize day-to-day tasks to meet internal and external deadlines.
  • Knowledge of principles and processes for providing services.
  • Skill in identifying problems and resolutions.
  • Ability to communicate effectively, both orally and in writing.
  • Organizational and time management skills.
  • Ability to work independently and complete tasks assigned as scheduled.
  • Knowledge of the record keeping process.
  • Ability to maintain logs/records of unit activities.
  • Ability to interpret, display and maintain information.
  • Skill in developing tracking files and production logs in the proper report format.
  • Skill in generating reports using designated software programs.
  • Ability to secure and protect sensitive documents and/or records.
  • Knowledge of resource information as it pertains to the agency.
  • Knowledge of research processes.
  • Ability to research issues and determine resolutions.
  • Ability to screen, examine and verify documents for accuracy.
  • Ability to generate system-based correspondence.
  • Knowledge of reconciling/balancing receipts.

Qualifications

  • Associate degree in a related field and one year of related experience OR high school diploma/equivalent and three years of related experience in an administrative environment.
  • Bachelor's degree in a related field from an accredited college or university OR Associate's degree in a related field from an accredited college or university OR university AND One year of related experience OR Three years of related experience OR One year of experience at the lower level (RCT010) or position equivalent.
