As a Manager - Application Development and Management, you will lead a team of Information Technology professionals that plan, design, develop, deploy, and support IT applications and systems in support of company initiatives that center around customer relationship management. Projects include software package selection and implementation, custom software development, vendor negotiations, process improvements, and data migration efforts, particularly supporting Salesforce and legacy CRM solutions. The role involves maintaining systems across physical, virtual, SaaS, and open-source environments, potentially hosted at multiple facilities or in a multi-cloud environment. The position can be remote within the 40+ states where TDS Telecom operates, with a preference for candidates near Madison, WI.

Key Responsibilities

  • Ensures the successful implementation of applications that support company-wide business operations across multiple business units.
  • Ensures all activities and work products follow company development policies, procedures, and standards.
  • Prepares work-plans for product deliverables, manages human and fiscal resources, negotiates timelines, scope, and costs with Product Owners, oversees task completion, and reports to management.
  • Ensures IT systems are maintained to meet service levels for availability, reliability, performance, and cost.
  • Proactively plans and implements routine maintenance, repairs, enhancements, and upgrades to systems.
  • Develops and maintains capability roadmaps, collaborates on business value realization, and aligns project resources with stakeholders.
  • Develops annual budgets for development, enhancements, maintenance, vendor support, and licenses.
  • Identifies talent needs, develops plans to attract, hire, develop, and retain team members, and provides growth opportunities.
  • Establishes performance criteria, evaluates employee performance, and provides feedback or takes corrective actions.
  • Communicates project, system, financial, and team performance to management and stakeholders.
  • Establishes and maintains professional relationships with internal sponsors, support teams, and external vendors.
  • Maintains expert knowledge of market principles, project management trends, and relevant regulations.

Requirements

  • Bachelor's degree (or higher) or 4+ years of professional work experience.
  • 8+ years of IT experience.
  • Knowledge of supervisory skills including recruitment, hiring, performance management, and termination.
  • Knowledge of project management tools such as WBS, Gantt charts, resource schedules, and risk assessment techniques.
  • Knowledge of SDLC methodologies like Waterfall, Rapid Application Development, or Agile SCRUM.
  • Knowledge of system testing practices and tools.
  • Knowledge of problem-solving techniques and vendor evaluation processes.
  • General knowledge of programming languages such as JAVA, .NET, PERL, COBOL.
  • General knowledge of operating systems including Windows, Solaris, Linux, OS/390.
  • General knowledge of computer hardware, network infrastructure, and data networking protocols.
  • Knowledge of secure software development practices and database high-availability techniques.
  • Understanding of relevant regulations including CPNI, PCI, CALEA, and privacy laws.
  • Ability to travel as needed and work nights/weekends for system support.

Nice to Have

  • Experience with Salesforce or CRM systems.
  • Knowledge of cloud environments and multi-cloud management.
  • Experience with vendor negotiations and contract management.
  • Familiarity with business analysis and process modeling.
  • Knowledge of quality management and continuous improvement practices.
  • Strong leadership, mentoring, and team-building skills.
  • Effective written and verbal communication skills, including public speaking.

Qualifications

  • Educational background including a Bachelor's degree or higher, or equivalent professional experience.
  • Minimum of 8 years of IT experience.
