About the Role

The Project Manager oversees emergency response and recovery projects related to natural disasters and emergencies, managing work within the organization and supervising contractors involved in emergency contract mission operations. The role involves coordinating with clients or customers to define project scope, requirements, and deliverables, and providing presentations and briefings on project aspects. The position requires working in austere conditions across the US, often with extended work hours and challenging environmental conditions, supporting disaster-stricken areas with the U.S. Army Corps of Engineers.

Key Responsibilities

  • Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
  • Manages work in the organization; oversees development of the Corps' natural disaster and emergency project(s) under which the Corps provides assistance to non-Department of Defense entities.
  • Maintains surveillance over emergency contract mission operations involving one or more contractors.
  • Gives presentations or briefings on all aspects of the project and participates in phase, milestone, and final project reviews.
  • Performs a variety of clerical and administrative duties which are auxiliary to the Response/Recovery work.

Requirements

  • One year of specialized experience including determining appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
  • Experience managing work within an organization and maintaining surveillance over emergency contract mission operations involving contractors.
  • Experience performing clerical and administrative duties related to Response/Recovery work.
  • Ability to prepare FEMA damage survey reports.
  • Experience or ability to work in austere conditions with extended work hours, including 12-16 hour shifts.
  • Ability to live and work in extreme environmental conditions such as excessive heat, humidity, cold, rain, and unstable terrain.
  • Must meet specific employment eligibility criteria, including current Department of Army Civilian status, military spouse status, or re-employed annuitant status.
  • Must be able to pass a background investigation and suitability or fitness determination.

Nice to Have

  • Experience working in disaster response or emergency management roles.
  • Knowledge of FEMA damage assessment procedures.
  • Experience working in austere or remote environments.

Qualifications

  • Experience must be from paid, unpaid, or volunteer work, including volunteer work through programs like Peace Corps or AmeriCorps.
  • No substitution of education for experience is permitted for this role.
  • Applicants must meet the experience requirements described, including specialized experience at the GS-11 level or equivalent.
