This position is responsible for initiating and completing routine aspects of project control assignments, using prescribed methods and tools. This position performs the more complex aspects of project forecasting, cost alignment to schedules, cost analysis, variance analysis, budgeting, trending and burn rates, change control, and cost control, while reporting up to program or portfolio level. It supports Project Managers on varying size projects and is expected to perform responsibilities with minimal oversight. The role is a technical SME/support position requiring college-level reasoning and working knowledge of project controls principles, procedures, and software tools. The position must be able to identify problems, develop solutions, and work with large and complex data files, with advanced to expert Excel skills required.

Key Responsibilities

  • Generate periodic project controls reports (monthly, quarterly, and ad-hoc), including gathering, verifying, validating, and analyzing data in support of project controls reporting.
  • Distribute and archive project controls reports as appropriate.
  • Perform Change Control by tracking and managing changes to the project scope and cost baseline, including identifying, assessing, gaining approval for, and distributing change requests, notices, and orders in compliance with standards and contracts.
  • Assist in scheduling and carrying out benchmarking and self-assessment initiatives relevant to project controls, identifying and communicating improvement opportunities and best practices.
  • Maintain cost estimates, track and trend cash flow reports, manage change control documentation, and report project status, including variance and data analyses.
  • Create and maintain project estimates in collaboration with Estimators, ensuring inclusion of all necessary materials, labor rates, equipment, and industry data, and manage estimates according to standards.
  • Support effective team participation by maintaining relationships with customers, resolving quality issues, and completing assignments such as proposals, reports, and project tasks.

Requirements

  • Bachelor's degree in Business Administration, Engineering, Finance, or Project Management.
  • 5+ years of related work experience.
  • In lieu of a Bachelor's degree, High School/GED with 9 years of related work experience.
  • Advanced to expert level proficiency in Excel.
  • Working knowledge of project controls principles, procedures, and software tools.

Nice to Have

  • Masters degree in Project Management, Business, or Finance.
  • 10 years of related work experience.
  • Project Management Professional and/or Certified Associate of Project Management.
  • Proficient in MS Office Suite, Primavera, PowerPlan, Maximo, Argus, Power BI, WEBI, Peoplesoft.
  • Advanced knowledge in Maximo and Argus.
  • Experience with estimating for Distribution assets and analyzing purchase orders, invoices, and CUE details.
  • Familiarity with Distribution Standards, Maximo Compatible Units, and estimating classifications.
  • Ability to prepare quantity take-offs, perform variance analysis, and leverage lessons learned for parametric modeling.
  • Experience with risk management tools such as Monte Carlo analysis and contingency management.
  • Experience in building jurisdictional job aids and training teammates in cost development and estimating.

Qualifications

  • Bachelor's degree in relevant fields or equivalent work experience.
  • 5+ years related work experience or 9+ years with a high school diploma/GED.
