About the Role

The Technology Analyst 2 (Quality Assurance) position at the New York State Office of Information Technology Services involves testing, analyzing, and ensuring that software products, systems, and applications meet high standards of quality and performance. The role supports over 4,900 applications across state agencies and may include supervising a team of Technology Analyst 1's. The position requires working closely with cross-functional teams to develop testing strategies and ensure product quality throughout the software development lifecycle.

Key Responsibilities

  • Review and analyze system specifications.
  • Develop and execute test plans to ensure that all objectives are met.
  • Implement and monitor manual or automated test scripts to assess functionality, reliability, performance, and quality of software products, systems, and applications.
  • Evaluate product code according to specifications.
  • Create logs to document testing phases and defects.
  • Identify and remedy defects within the development process, helping troubleshoot issues.
  • Create standards and procedures to determine product quality and release readiness.
  • Drive innovation and streamline overall testing processes.
  • Identify, isolate, and track bugs throughout testing.
  • Report bugs and errors to development teams.
  • Identify potential problems users might encounter.
  • Perform verification tasks including functional, system, regression, and user acceptance testing.
  • Collaborate with cross-functional teams to ensure product quality and develop effective test plans.
  • Conduct post-release/post-implementation testing.
  • Ensure ongoing compliance with quality and regulatory requirements.
  • May perform the full range of supervisory duties.

Requirements

  • Six (6) years of broad information technology (IT) experience demonstrating a comprehensive understanding of various IT disciplines.
  • At least two (2) years of IT experience in quality assurance testing, IT project management, or a related technical role.
  • Experience with developing and executing test plans and scripts.
  • Knowledge of software development methodologies such as Agile or Waterfall.
  • Understanding of regression testing.
  • Knowledge of programming languages like Java or C# (preferred).
  • Working knowledge of test management software (e.g., qTest, Zephyr) and SQL.
  • Strong attention to detail and analytical skills.
  • Excellent communication skills for documenting and relaying issues.

Nice to Have

  • Relevant technology analyst certifications such as CSQA, CQIA, CAST, or ISTQB.
  • Experience with software development methodologies like Agile or Waterfall.
  • Knowledge of one or more programming languages such as Java or C#.
  • Experience with test management software and SQL.
  • Strong problem-solving and critical thinking abilities.
  • Effective communication skills for cross-team collaboration.

  • Educational substitutions: Associate's degree (2 years), Bachelor's degree (4 years), Master's degree (additional 1 year), Doctoral degree (additional 2 years).
