About the Role

The Business Development Manager will support the US Federal Civilian market Business Unit, reporting to the VP of Business Development. This role involves focusing on market opportunities, leveraging managed services, solutions, and business process outsourcing experience, and developing new business within the federal civilian sector.

Key Responsibilities

  • Serve as a strategic advisor to internal teams and client stakeholders, offering insights on operational transformation, workforce scaling, and performance infrastructure.
  • Apply enterprise-level thinking to complex challenges, integrating policy, technology, and human capital considerations.
  • Deliver tailored consulting engagements that align with mission objectives and drive measurable outcomes.
  • Shape and grow strategies for new and existing contracts, ensuring continuity and innovation in service delivery.
  • Leverage consulting expertise to uncover unmet needs, position differentiated solutions, and influence procurement strategies.
  • Support pursuit of major bid activities, aligning business development, capture management, proposal development, and operational delivery.
  • Facilitate cross-functional collaboration to ensure proposals reflect strategic priorities, compliance, and competitive positioning.
  • Contribute to win strategies, solution design, and executive-level messaging.

Requirements

  • 15+ years of executive-level experience with a proven track record of working with or providing services to U.S. Federal and State governments.
  • Demonstrated domain expertise in enterprise transformation, case management, and operational performance.
  • Background in consulting, managed services, and/or business process outsourcing preferred.
  • Proven experience in developing and executing sales and acquisition strategies for large-scale contracts ($250M - $1B+).
  • Experience delivering the full life cycle of business development and consulting engagements, including market analysis, account planning, opportunity qualification, pipeline management, and win strategy execution.
  • Excellent verbal and written communication skills and highly effective interpersonal skills to influence senior executives, customers, teammates/partners, and subcontractors.
  • Bachelor's degree required; advanced degree preferred.
  • Must be eligible for Public Trust clearance.
