About the Role

The City of Escondido is seeking a Management Analyst I/II in the Communications Department to perform a wide variety of analytical and administrative duties supporting city communication strategies, including social media management, public relations, and emergency communications. The role involves developing and implementing communication plans, overseeing social media accounts, creating content, and coordinating with various departments and outside agencies to enhance the city's public information efforts.

Key Responsibilities

  • Assist in the planning, development, implementation, and administration of the City's communication plan and strategies.
  • Oversee all City social media accounts in coordination with other departments and divisions.
  • Create, plan, implement, and monitor social media campaigns.
  • Create and manage content on the City's website.
  • Assist in public relations actions and activities.
  • Assist in the preparation and dissemination of emergency information and communications.
  • Oversee compliance with the City's social media policy.
  • Monitor social media groups, trends, tools, and applications and recommend actions.
  • Conduct statistical analyses to demonstrate marketing campaign results, impact, and engagement.
  • Perform graphic design tasks, both basic and complex.
  • Create presentations and reports.
  • Support administrative and procurement tasks.
  • Conduct research, prepare reports, and support special projects related to communication functions.
  • Coordinate and evaluate activities associated with contracts and grants, including administration and compliance.
  • Participate in budget development, analyze expenditures, and prepare financial forecasts.
  • Provide staff assistance to management, participate in committees, and serve as a liaison with external organizations.
  • Respond to citizen inquiries and resolve operational issues.

Requirements

  • A Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, economics, or a related field.
  • One year of increasingly-responsible administrative, analytical, and/or budgetary experience for Management Analyst I.
  • Three years of similar experience at a level comparable to Management Analyst I for Management Analyst II.
  • Experience in administering programs in a governmental jurisdiction is highly desirable.
  • Experience with managing social media platforms is highly desirable.
  • Possession of, or ability to obtain, a valid driver's license.
  • Completion of FEMA Basic PIO (NIMS) course within the first year of employment (for Management Analyst II).

Nice to Have

  • Experience in public sector program management.
  • Experience with graphic design and content creation tools such as Adobe Creative Suite or Canva.
  • Experience in emergency communications and public relations.

  • Bachelor's degree in relevant field.
  • Relevant administrative, analytical, and budgetary experience as specified.
