Technical Business Development Lead

About the Role

Key Responsibilities

• Monitor vehicles (CIO-SP3, Alliant 2, DoD RFPs under OTA) and solicitations for cloud, AI/ML, DevSecOps, and data-centric requirements.
• Engage in technical deep dives with agency SMEs to unearth gaps best addressed by Maximus's accelerators.
• Lead heat-mapping of agency IT roadmaps (e.g., DoD RMF, NIST SP 800-53 rev5, FedRAMP High).
• Define “Gold Standard” solution demos such as containerized AI inference, fully automated IaC pipelines, FIPS-validated encryption at rest/in transit.
• Translate requirements into detailed architecture diagrams, schedules, and workflows.
• Co-author solution documents covering scalability, observability, and security guardrails.
• Orchestrate rapid proof-of-concept sprints demonstrating generative AI summarization, automated compliance scans, or real-time telemetry ingestion at ≥10 GB/s.
• Present roadmaps and TCO analyses at the C-suite level, tying technology choices back to mission outcomes.
• Facilitate workshops on serverless security patterns, GPU-accelerated inference, or zero-trust network segmentation.
• Cultivate relationships with cloud providers and vendors like AWS, Microsoft Azure, Google Cloud, Palantir, ServiceNow, Databricks, negotiating co-sell engagements and integrating accelerators.

Requirements

• BS/MS or similar education in Computer Science, Information Systems, Engineering or equivalent technical experience.
• 7+ years in federal IT development or technical roles, directly winning ≥$50M in cloud, AI/ML, security or data analytics awards.
• Expert understanding of federal procurement (FAR, DFARS, OTAs) and vehicles including CIO-SP3, Alliant 2, SEWP V.
• Hands-on fluency in Cloud & Infrastructure: AWS GovCloud/Azure Government/GCP, Kubernetes (EKS/AKS/GKE), Terraform/Ansible.
• AI/ML & Data: TensorFlow/PyTorch, Kubeflow/MLOps, Kafka/Glue/Databricks, DataOps pipelines.
• Security & DevSecOps: NIST 800-53, FedRAMP High, CI/CD tooling (Jenkins, ArgoCD), OPA/Gatekeeper, Vault.
• Proven ability to map mission requirements to technical architectures and measurable KPIs.
• Exceptional executive-level presentation and technical writing skills.

Nice to Have

• Certifications: AWS Certified Solutions Architect, CISSP, PMP, Certified Kubernetes Administrator.
• Prior capture of emerging-tech programs: post-quantum cryptography pilots, generative AI for sensitive data, digital twin initiatives.
• Familiarity with CRM and capture tools: Salesforce, Deltek GovWin.

Qualifications

• Minimum of a BS/MS or similar education in relevant technical fields.
• 7+ years in federal IT roles with proven success in winning large awards.

• Maximus compensation is based on various factors including job location, education, training, experience, and market conditions.
• Annual salary ranges from $185,000 to $225,000.
